Youths restate Niger Delta support for Buhari, Akpabio


Youths in the Niger Delta region on Tuesday endorsed the current drive by the Federal Government to eradicate corruption in the country.

They also said the Federal Government had started well in the Niger Delta region by approving auditors for the Niger Delta Development Commission (NDDC)

‘’It requires time to complete the forensic audit’’ the youths said.

At a meeting of the Niger Delta Youth Forum (NDYF) in Calabar, the youths praised President Muhammadu Buhari for opting to entrust the affairs of the Niger Delta Ministry on Chief Godswill Akpabio.

‘’We are grateful to Mr. President for the perspicacious judgement’’

Particularly, the youths praised the Federal Government for giving the Niger Delta Development Commission (NDDC) new and strategic direction aimed at achieving viable development in the oil rich region.

‘’President Muhammadu Buhari and Chief Godswill Akpabio deserve our commendation for the changes so far in the oil rich Niger Delta region’’ the youths said.

The youths in a statement signed by NDYF Chairperson, Dr. Roseline Umoh, defended the administration’s role in appointing a sole administrator for the interventionist agency.

The youths explained that the Ministry of Niger Delta Affairs had a minister who is committed to doing things right.

They underscored Akpabio’s long trail of legacies in Akwa Ibom State, his inspiring leadership in the Senate and the effort he was making to develop the oil rich region.

The youths enjoined South-South governors to cooperate with the Minister of Niger Delta Affairs and give him the needed support for success.

They advised the governors to be patient with the Federal Government.

The youths also called for greater understanding amongst all stakeholders in the region.

‘’We must not set roadblocks before ourselves. We must unite. The harmony which has now been achieved between the Ministry of Niger Delta Affairs and the National Assembly is here to stay’’

ECA and UNCTAD jointly hosting event to discuss women’s role in cross-border trade in Africa

Addis Ababa, 15 March 2021, ECA – The Economic Commission for Africa (ECA) and the United Nations Conference on Trade and Development (UNCTAD) are jointly organizing a webinar on Wednesday 17 March to discuss women’s role in small-scale cross-border trade in Africa.

The virtual event istaking place on the sidelines of the 65thCommission on the Status of Women (CSW), the main global intergovernmental body dedicated to the promotion of gender equality and women’s empowerment.

The topic for discussion is the future for women’s small-scale and informal cross-border traders in Africa, and it comes in response to the global health crisis, as countries in Africa introduced restrictive measures affecting the movement of people and merchandise.

“As has been the case with other shocks, women risk bearing the brunt of this pandemic,” the organizers said, adding: “A more tailored package of measures is needed.”

Speakers to discuss the topic are: Thokozile Ruzvidzo, Director, Gender, Poverty and Social Policy Divisionof the ECA; Simonetta Zarrilli, Chief, Trade, Gender and Development Programme, UNCTAD; Nomagugu Ncube, Chief of Mission of International Organization for Migration in Zambia; Mariana Lopez, Senior Manager GSMA Connected Women Programme; and Goodson Mbewe, President of Cross-border Traders Association of Zambia.

Nadira Bayat, a gender and trade expert at the ECA will be moderating at the session.

CDWR BACKS ONDO DOCTORS’ INDEFINITE STRIKE AGAINST HALF SALARY REGIME AND POOR WORKING CONDITIONS

WE CALL ON THE ONDO GOVERNMENT TO MEET DOCTORS’ DEMANDS AND END HALF SALARY REGIME

The Ondo State doctors are currently on an indefinite strike over half salary regime, unpaid 3 months’ salary and poor working conditions. The doctors are also demanding the appointment of more doctors to replace those that left, implementation of Group Life Insurance, an end to half salary regime and improvement in the working conditions.

Campaign for Democratic and Workers’ Rights (CDWR) backs the Ondo state doctors’ indefinite strike, and we call on the doctors to engage in an active strike action via public protest, rallies and media campaigns for the purpose of engaging the public and sustaining public support.

To the CDWR, half salary regime and poor working conditions are attacks on Nigerian workers and anti-labour policies. The country is presently in the middle of COVID-19 pandemic and yet, healthcare workers (doctors, nurses, etc) who are in the frontline in the fight against the pandemic are treated with disdain. Ondo state ranks 10th in the country of the most affected COVID-19 infections and deaths with 2563 infected cases and 55 deaths. Ondo state government has no justification to subject healthcare workers and workers in general to fractional salaries, rather the government should be paying higher wages to workers by now considering the rising cost of living.

Ondo State Government had earlier reached an agreement with labour leaders to pay Ondo state public sector workers half salary. The Ondo State Labour leaders shamefacedly and sheepishly accepted half salary regime after the Ondo State Head of Service (HOS) Dare Aragbaiye claimed that federal allocation receipts for the month of December 2020 was N2.3 billion after deductions of government obligations whereas total gross salary payable to all categories of workers summed up to N5.21 billion. The government is yet to make public what constitute government obligations and the reasons it has to be prioritized ahead of workers’ salaries. Besides, the government is also yet to inform the public the amount of internally generated revenue on a monthly basis. CDWR demands an independent and transparent probe of Ondo state funds in the last 21 years by elected workers and community people to ascertain how public funds have been utilized.

CDWR does not see what is more obligatory to the government than workers’ salary, retirees’ pension and social spending on education, health care and basic infrastructure. But the government prioritizes payments of dues/interest of a privileged-few in government and the private sector including the bankers and contractors whose contractual arrangements are fraudulent and give room for looting public funds far more than workers welfare. For instance, security votes are guaranteed because it is a cesspool of corruption and cost of executing projects through contract system that is usually and highly inflated is another means of looting public funds. Moreover, jumbo salaries and allowances of political office holders are guaranteed and are never affected in any way but salaries of workers are sacrificed whenever there is a decline in federal allocations. The manner the capitalist government is running the states and the federal government means that workers and masses will always be at the receiving end.

The Ondo State labour leaders who agreed with the government to pay workers half salaries did not carry the rank and file workers along and there was no congress of workers where the issue was discussed and agreed upon. Hence, the action of Ondo State labour leaders is undemocratic and anti-workers. We call on the labour leaders to rescind the half salary agreement and insist that the government pays workers their full salaries and also fully implement the N30,000 minimum wage. We call on Ondo State workers to put pressure on their leaders to convoke a well mobilized Congress as a means of embarking on the path of mass struggle and strike action to reverse the half salary regime and demand also that jumbo salaries of political office holders be reduced to the wage of skilled workers, an end to security votes and an end to the fraudulent contract system as a means of freeing some public funds for investment and payment of salaries and pensions.

Currently, the fast-rising cost of living in the last one year has wiped out the little increase that came with the N30,000 minimum wage as workers in Ondo state workers and workers in general, are in dire need of increased salaries in line with the growing rate of inflation and the rising cost of living.

CDWR demands the following:

· An end to half salary regime and immediate payment of all backlog workers’ salaries.

· An end to jumbo salaries and allowances for all political office holders, and placement of political office holders on the wage structure of skilled civil servants.

· Increase in workers’ salaries to meet the rising cost of living and inflation.

· Adequate funding of healthcare services to guarantee better services.

· An end to security votes.

· An end contract system and adequately funded public works under democratic control by workers and communities.

$500m: SERAP asks World Bank to publish documents on funded electricity projects

 

Socio-Economic Rights and Accountability Project (SERAP) has urged the World Bank President Mr David Malpass “to exercise the Bank’s prerogative to release archival records and documents relating to spending on all approved funds to improve access to electricity in Nigeria between 1999 and 2020, the Bank’s role in the implementation of any funded electricity projects, and to identify and name any executed projects, and Nigerian officials, ministries, departments and agencies involved in the execution of such projects.”

The World Bank Board of Directors had last week approved $500m “to help boost access to electricity in Nigeria and improve the performance of the electricity distribution companies in the country.”

But in the application dated 6 February 2021, and signed by SERAP deputy director Kolawole Oluwadare, the organization urged the Bank to “explain the rationale for the approval of $500m to implement electricity projects in the country, despite reports of widespread and systemic corruption in the sector, and the failure of the authorities to enforce a court judgment ordering the release of details of payments to allegedly corrupt electricity contractors who failed to execute any projects.”

SERAP said: “This application is brought pursuant to the World Bank’s Access to Information Policy, which aims to maximize access to information and promote the public good. There is public interest in Nigerians knowing about the Bank’s supervisory role and specifically its involvement in the implementation of electricity projects, which it has so far funded.”

According to SERAP, “The $500m is part of the over one billion dollars available to Nigeria under the project titled: Nigeria Distribution Sector Recovery Program. We would be grateful for details of any transparency and accountability mechanisms under the agreement for the release of funds, including whether there is any provision that would allow Nigerians and civil society to monitor the spending of the money by the government, its agencies, and electricity distribution companies.”

SERAP also said: “Should the Bank fail and/or refuse to release the information and documents as requested, SERAP would file an appeal to the Secretariat of the Bank’s Access to Information Committee to challenge any such decision, and if it becomes necessary, to the Access to Information Appeals Board. SERAP may also consider other legal options outside the Bank’s Access to Information framework.”

The letter copied to Shubham Chaudhuri, World Bank Country Director for Nigeria, read in part: “SERAP believes that releasing the information and documents would enable Nigerians and civil society to meaningfully engage in the implementation of electricity projects funded by the Bank, contribute to the greater public good, and enhance the Bank’s oft-stated commitment to transparency and accountability.”

“The World Bank has been and continues to be involved in overseeing the transfer, disbursement, spending of funds on electricity projects in Nigeria. The Bank also reportedly approved a $750 million loan for Nigeria’s electricity sector in June 2020 to cut tariff shortfalls, protect the poor from price adjustments, and increase power supply to the grid. As such, the World Bank is not a neutral party in this matter.”

“SERAP is seriously concerned that the funds approved by the Bank are vulnerable to corruption and mismanagement. The World Bank has a responsibility to ensure that the Nigerian authorities and their agencies are transparent and accountable to Nigerians in how they spend the approved funds for electricity projects in the country, and to reduce vulnerability to corruption and mismanagement.”

“SERAP also believes that the release of the requested information and documents is of paramount important to the public interest in preserving the legitimacy, credibility and relevance of the Bank as a leading international development institution. The Bank ought to lead by example in issues such as transparency and public disclosure raised in this request.”

“It would also demonstrate that the Bank is willing to put people first in the implementation of its development and governance policies and mandates, as well as remove any suspicion of the Bank’s complicity in the alleged mismanagement of electricity projects-related funds.”

“The information is also being sought to improve the ongoing fight against corruption in the country and the provision of regular and uninterrupted electricity supply to Nigerians as a fundamental human right.”

“The information requested is not affected by the “deliberative” “corporate administrative matters” or “security and safety” exceptions under the Policy. The information requested is crucially required for Nigerians to know how the funds released to the authorities to improve electricity supply in the country have been spent, and monitor how the funds are being used.”

“SERAP’s report, titled: From darkness to darkness: How Nigerians are paying the price for corruption in the electricity sector documents widespread and systemic corruption in the electricity sector, and reveals how about N11 trillion electricity fund was squandered by successive administrations in Nigeria since the return of democracy in 1999.”

“This report raises specific questions of public interest, and the World Bank ought to be concerned about how Nigerian authorities are addressing reports of widespread and systemic corruption in the electricity sector, and to seek some answers from the authorities on the problems.”

“However, as the report shows, the Bank’s funding of the electricity sector has not resulted in corresponding access of Nigerians to regular and uninterrupted electricity supply. Successive governments have failed to provide access to regular and reliable electricity supply to millions of the citizens despite budgeting trillions of naira for the power sector.”

“Millions of Nigerians still lack access to free pre-paid meters. Authorities continue to use patently illegal and inordinate estimated billing across the country, increasing consumer costs, and marginalizing Nigerians living in extreme poverty, disproportionately affecting women, children and the elderly.”

SERAP therefore urged Mr Malpass to:

 

  1. Disclose and release information and documents relating to spending of funds approved and released to Nigeria between 1999 and 2020 to improve access to regular and uninterrupted electricity supply, including copies of supervision reports, periodic reviews and other appropriate reports on the Bank’s role in the spending and disbursement of the funds, as well as specific projects on which the funds have been spent;
  2. Disclose implementation status and results and completion reports on the electricity projects that the Bank has so far funded in Nigeria;
  3. Disclose information on the of level of involvement of World Bank in the implementation of electricity projects between 1999 and 2020;
  4. Disclose information on agreements and the mechanisms the Bank is putting in place to ensure transparency and accountability in the spending of all funds on electricity projects in Nigeria;
  5. Disclose the terms and conditions of all electricity projects related funds that have been approved for Nigeria between 1999 and 2020
