– 19 charged to court, 61 undergoing investigation at various Divisions
– 18 transferred to SCID for further investigation ahead of prosecution
Worried by the increase in urban gangsterism perpetrated by criminals popularly known as ‘Sara-Suka’ in Kaduna Metropolis, Governor Nasir El-Rufai who demanded for an aggressive action against the criminals has received a progress report from the Kaduna State Police Command.
The criminals had been attacking citizens and snatching their mobile phones and other belongings, a situation which resulted in loss of several lives and severe injuries inflicted on innocent citizens.
According to the report, which was accompanied with pictorial evidence, a total of 98 suspects were arrested between the 26th and 28th of April, 2023, of which 19 have been charged to court, while 61 are still under investigation at various Divisions within the Kaduna Metropolis. Eighteen (18) of those arrested have been transferred to the State Criminal Investigation Department for further investigation ahead of prosecution.
The report further revealed that several exhibits were recovered from the suspects which include snatched mobile phones, sharp knives, sharp scissors, cudgels, dried leaves suspected to be Indian Hemp, assorted hard drugs and accessories to aid their consumption, masters keys and other valuables.
The Governor tasked the Command to ensure due diligence in prosecution without compromise, and directed that the manhunt for those at large should be intensified until they are all brought to justice.
He also condoled families that lost their loves ones and wished the injured speedy recovery.
He further allayed their fears of any possible compromise of the cases, stating that the Kaduna State Government has an effective mechanism in place through the Ministry of Justice to ensure a thorough and scrupulous process.
Finally, the Governor called on members of communities such as Rigasa, Kawo, Ungwan Muazu, Badarawa, Kwaru, Rigachikun, Barnawa, Ungwan Rimi, Trikania, Nasarawa, Makera, Sabon Tasha, Narayi, Rafin Guza, Tudun Wada and other locations, to provide the names of suspected gang members in their localities for follow-up action by security agencies.

LAGOS-IBADAN EXPRESSWAY: FG APPEALS FOR PATIENCE, SAYS RECONSTRUCTION WORK ON FINAL STRETCH PROGRESSING SATISFACTORILY
… Work within OPIC area between Kara Bridge and Long Bridge completed, to be opened to traffic Sunday (April 30)
As the reconstruction work on the Lagos-Ibadan Expressway enters its final phase, the Federal Government has appealed for patience and understanding of motorists on account of the heavy traffic being experienced on the stretch from Toll Gate to Kara Bridge in Lagos.
The Hon. Minister of Works and Housing, Mr Babatunde Fashola SAN in a Press Release signed by his Special Adviser on Communications, Mr Hakeem Bello, said he empathizes with members of the public who have had to endure longer than usual traffic as the reconstruction work in the heavily built-up stretch progresses towards the finish line.
According to the Minister, the intensity of work and the high volume of traffic which had to be accommodated at the same time have been complicated by impatience on the part of some motorists who drive against the planned traffic flow and breakdown of vehicles.
He however noted that the Federal Ministry of Works and Housing is working with the Lagos State Government, all traffic management and security agencies to minimize the discomfort of motorists.
The Minister also explained that the contractors are also being encouraged to ensure that the final challenging phase of the Lagos-Ibadan Expressway reconstruction work are concluded as soon as possible.
While noting that the earlier envisaged April 30 date for conclusion of the final stretch could not be achieved due to a combination of factors, work within the OPIC area between Kara Bridge and the Long Bridge has been completed and would be opened to traffic tomorrow, Sunday (April 30). This means that the main carriageway, both bounds, from Berger (New Garage) and Sagamu Inter-change on Section 1 of the Project has been completed.
All attention, according to the Minister, would now be focused on the outstanding work between Otedola Bridge and Berger (both bounds).

Okowa mourns renowned historian, Prof. Obaro Ikime

Governor Ifeanyi Okowa of Delta has condoled with the family of renowned historian, Prof. Obaro Ikime, who passed on Tuesday.

The late professor, who hailed from Erowha in Isoko South Local Government Area of Delta reportedly died in Ibadan. He was 86.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, in Asaba, Okowa said the historical world had lost an enigma whose works would continue to dominate the contemporary Nigerian history.

He described the passage of Ikime as a great loss to the country and the academia, and extolled him for his immense contributions to appropriation of scholarship in the country.

Okowa remarked that the late historian and prolific writer fought hard for the restoration of history into the educational curriculum of the country.

“The historical works of Professor Ikime, promoted Delta, Nigeria and Africa, hence his demise would be felt by many, who benefited immensely from his academic sojourn across the world.

“As a notable historian, Fellow and erstwhile President of the Historical Society of Nigeria, the late Prof. Ikime was a consummate patriot, an academic icon, a teacher par excellence and a global authority in history whose publications inspired deep thoughts, especially on social-economic and political themes.

“On behalf of the government and people of Delta, I commiserate with the Ikime family and the entire Isoko nation over the passing of renowned historian and academic giant, Emeritus Professor Obaro Ikime.

“He will be sorely missed by all whose lives he affected in many ways with his historical works,” he said.

Okowa urged all who mourn the demise of the late professor to take solace in the fact that he “remains alive through his published works”.

He prayed God to grant his immediate family, the Isoko nation and lovers of history, the strength to bear the irreparable loss, pointing out that his numerous achievements in the academia would continue to be remembered.

PDP to Buhari: Your Gloating Over APC Rigging is Reckless
…Demands International Sanctions, Travel Ban after May 29
Gentlemen of the press, we have called you up again today to address the unfortunate, reckless, unpresidential conduct and subjudice comment credited to the President, General Muhammadu Buhari which is already causing apprehension and capable of destroying our corporate existence as a Nation.
As you are aware, the February 25, 2023 Presidential election has been adjudged across the Nation and Globally as the worst in the history of our country.
The Presidential election was marred by brazen violation of the provisions of the Constitution of the Federal Republic of Nigeria 1999 (as amended), the Electoral Act, 2022, INEC Regulations and Guidelines; manipulation of processes, alteration of genuine results from Polling Units, announcement of fabricated figures and climaxed by the vexatious declaration of the defeated candidate of the All Progressives Congress (APC), Senator Bola Ahmed Tinubu as Winner.
The general despondency, resentment and anger across our country; the damning reports by election observers and the pervading international contempt against Nigeria since the declaration of the APC candidate as President-elect are ominous testaments that he does not have the mandate of majority of Nigerians derivable ONLY from a credible electoral process.
As you are also aware, the PDP is already at the Tribunal with the prospects of reclaiming the mandate freely given to our Presidential Candidate, Atiku Abubakar at the Presidential election.
Nigerians and the International Community are therefore appalled, horrified and scandalized by the careless, unguarded and subjudice comment by President Buhari in which he attempted to justify the rigging of the February 25, 2023 Presidential election by the APC under his watch.
This statement reveals the utter disregard that General Buhari has for our Constitutional democracy, judiciary and the Will of the Nigerian people as expressed at the February 25, 2023 Presidential election.
It is, to say the least, reprehensible for Mr. President to posture and gloat over the trampling of the Will of Nigerian, blame the opposition for being overconfident and, according to him, for not being “tactical”, perhaps enough to outwit the violence, brutality, threats, suppression of voters, rigging and election manipulations by the APC and the government which he heads.
It is unpardonable that President Buhari, who swore to uphold the laws of our country and made several commitments to the world to ensure free, fair, credible and transparent election, is rather in approval of election rigging through manifest compromise of INEC system and wide-spread alteration, falsification and switching of election results in favour of his rejected party, the APC.
President Buhari is practically gloating over the undermining of democracy by INEC which refused to transmit directly results from the Polling Units to its Server/Website and announce same, in total violation of the express provisions of Section 64 Sub-section 4 (a) (b) of the Electoral Act, 2022.
More distressing is that after superintending over the rigging of the election, President Buhari, by his subjudice comments apparently seeks to bully, blackmail and influence the judiciary and the outcome of the petition pending before the Presidential Election Petition Tribunal, so as to allow his Party, the APC and its candidate to “grab, snatch and run” with the people’s mandate.
The PDP in clear terms tells President Buhari and his APC that our Party and candidate, Atiku Abubakar clearly won the February 25, 2023 Presidential election as shown by the authentic results from majority of Polling Units across the country.
The PDP did not lose the Presidential election as claimed by President Buhari and we are not willing to surrender the mandate freely given to our Party by the people irrespective of the threats, bullying and manipulation by the APC-led administration.
Nigerians believed and expected President Buhari to leave a legacy of a free, fair and credible election based on his numerous undertakings and promises but he is leaving an ignoble, dishonorable and disgraceful legacy of enabling and superintending over the worst election conducted in the history of democracy in Nigeria. President Buhari, history will never be kind to you!
It is instructive to state that part of the electoral process is the adjudication by the Presidential Election Petition Tribunal which is considering petitions arising from the election. President Buhari, by his subjudice statement is clearly interfering in electoral process ostensibly to influence the outcome and undermine the constitutionally laid down procedures for change of government.
Having clearly undermined democracy in Nigeria, the PDP calls on the International Community to accordingly impose sanctions including Visa ban and travel restrictions on President Buhari and his family immediately he vacates office on May 29, 2023.
This demand for sanction is in line with President Buhari’s request on February 17, 2022 in Brussels, Belgium, wherein he called on the European Union (EU) to impose “weighty sanctions” on those engaged in “unconstitutional change of governments” as well as those influencing the “process and outcomes of elections”.
In President Buhari’s words;
“We also call for stronger support from the European Union in the condemnation and imposition of weighty sanctions on countries that engage in unconstitutional change of governments as well as manipulation of constitutions…
“It is therefore imperative for our partnership to also focus on strengthening election processes in Africa and prevent interference to influence the process and outcomes of elections…”
The PDP also demands an open investigation into the roles played by President Buhari in the undermining of democracy in Nigeria in the 2019 and 2023 Presidential elections.
President Buhari needs to advised to be circumspect and allow the judicial process to proceed without further undue interference and bullying by him.
The PDP appreciates Nigerians for standing firm in defending our democracy at this critical time. As a Party, we will never relent in our determination to retrieve our Presidential mandate through the Tribunal no matter the machination of the APC.

How INEC Rigged the Ogabru Federal Constituency For LP
The Independent National Electoral Commission (INEC), has fully deployed its rigging machines once against in the Ogbaru Federal Constituency election in Anambra state.
From the results obtained from 15/2 and 25/4 (as attached), in the constituency election, the Candidate of the Peoples Democratic Party (PDP), is in clear lead in the results collated and declared so far by the INEC electoral officers, even though, most forms EC8A are yet to be uploaded into INEC IREV results viewing portal.
However, we have been made aware of plots by the INEC Returning Officer for the Constituency election, to manipulate the results in favour of the Labour Party (LP) Candidate.
According to reports available to us, the leadership of the PDP in Anambra state has made several attempts, to obtain a Certified True Copy (CTC) of the results, but INEC is adamant and has refused to release the CTC copy to the PDP.
The general public and members of the International Committee is by this information, invited to ask INEC REC, Anambra State, Agwu, Queen Elizabeth, Tel:+2348035757191, why the commission is preventing the PDP access to the CTC copy of the result sheets.

PRESIDENT BUHARI: OPPOSITION WAS VICTIM OF OVER CONFIDENCE IN LAST ELECTIONS
President Muhammadu Buhari, Thursday asserted that while the All Progressive Congress, APC was working hard to retain power in the recent elections, the combined opposition was a victim of over confidence- the main reason why he believed they lost.
Speaking at his residence in the State House where he received the Progressive Governors Forum led by their Chairman, Governor Abubakar Atiku Bagudu of Kebbi State, the President said: “They were already telling their foreign backers that they would defeat the APC. Our Party blended confidence with caution, we worked hard and won. Now, their over confidence is creating more problems for the opposition than anyone else. They are finding it hard to convince those who supported them from outside why they are unable to beat us.
“A combination of over confidence, complacency and bad tactical moves made them lose, plain and clear. This has created more problems in their camp. Why did they fail to remove us?”
Speaking in response to an issue raised by Governor Bagudu, the leader of the Forum, President Buhari said “an important reason I congratulate Asiwaju on winning is because the opposition got support and false hope from outside and went on to create the impression that they will win, that they will defeat us. How more wrong could anyone be?” he asked.
The President charged the Progressive Governors to stick together and openly address issues among themselves.
“Try and keep solving problems. Be courageous to discuss them openly between yourselves. This is the best way to survive politically in Nigeria,” said the President, urging that “you (Governors) have a program to meet regularly and to discuss issues and how to maintain the Party nationwide.”
President Buhari spoke at length about his retirement proposal, saying that he intended to be at home in Daura for six months before moving eventually to Kaduna.
He thanked Governor Nasir El-Rufai of Kaduna State for the infrastructure he has provided that would make life for his retirement and that of the people of the state much better, adding that the Governor of Kano had equally done the same.
The Chairman, Atiku Bagudu said the visit was ostensibly to say “Happy Sallah” to the President and to thank him for the leadership he had given to the Party and the nation.
This being their first visit since the elections, they congratulated the President on the Party’s victory in the Presidential Polls, saying, “Congratulations, your Party won the Presidency, a majority in the Senate and for being the leading Party in the House of Representatives. These successes would not have happened without your support.
“History will remember you kindly. Around the world, the election is being celebrated because of the turbulence in the region and in the developing world, all courtesy of your leadership. We won by sheer hard work, the same thing you have always encouraged us to do. We thank you immensely for everything,” he added.
The Governors in attendance in addition to Kebbi were from Plateau, Imo, Kwara, Ekiti, Kaduna, Kogi, Lagos, Cross Rivers , Jigawa, Katsina, Ogun and Nasarawa States.
The Deputy Governors of Kano, Gombe, Borno and Ebonyi were in attendance, as well as the Secretary to the Government of the Federation, Boss Mustapha.

WE EQUIPPED SECURITY, SUBDUED TERRORISTS, BANDITS, SAYS PRESIDENT BUHARI
President Muhammadu Buhari Thursday in Abuja said the robust plan to improve the security architecture of the country had been realized, with upgrading of hardware, building of facilities, training, and equipping of staff and officers, and structuring of a welfare system that caters for more than 50,000 children of fallen heroes.
Speaking at a ceremony attended by two former leaders of the country, Head of State, Gen. Yakubu Gowon and President, Goodluck Jonathan, the President said he instituted the recruitment of 60,000 soldiers into the Armed Forces, and thousands graduated from the Nigerian Defense Academy and other security institutions to tighten security.
President Buhari presented 81 new, symbolic flags to the various units of the Nigerian Army.
“At the inception of this administration, the nation’s security situation was greatly challenged by the activities of violent non-state actors. Today, I am pleased to specially note that the situation has tremendously improved and I wish to also proudly highlight that we have made remarkable progress in the fight against insurgents, militants, oil bunkers, kidnappers, and other criminal elements in the country.
“This administration has achieved a remarkable transformation of the military in the areas of fighting power, training, operations, manpower, remunerations, and medical services. These are in addition to maintenance efficiency, accommodation, and expansion of forces. The improvements in these areas have collectively enhanced the Army’s capacity to effectively carry out its constitutional mandate,’’ he said.
President Buhari, who endorsed 81 flags for the various units of the Army, noted that the fighting power of our military was at a low ebb as of May 2015, adding “However, 7 years later, its fighting power has increased significantly making it fourth in ranking among African militaries as against seventh in 2015.’’
He said interventions and yearly budgetary allocations to the Army, between 2020 and 2022 alone, had been able to procure hundreds of Mine Resistant Ambush Protected Vehicles, Troops Carrying Vehicles, utility vehicles, tanks, and Armoured Personnel Carriers to augment those earlier procured.
“From 2017 to 2022, significant numbers of new fighting and utility vehicles along with supporting artillery guns, machine guns, rifles, and corresponding ammunition were acquired and inducted into various theatres of operations. This translates to a significant increment in the Army’s equipment holding since 2015.
“With the significant improvement in the fighting power as a result of the procurement of equipment and mission-specific training, the Army was empowered to rejig its operations. Accordingly, the Army has restructured the conduct of its operations to meet current realities.
“The quantum of platforms inducted into the Army since 2015 had enabled troops to take the battle to the terrorists and criminals, particularly in the North East resulting in the recapture of territories hitherto held by the insurgents,’’ the President stated.
President Buhari told the gathering of top security chiefs, traditional rulers, and top government officials, who witnessed the ceremony, that
creation of the Army Aviation was one of the major aspects of the ongoing expansion process in the Nigerian Army.
According to him:
“The renewed vigor for the operationalization of the Army Aviation emanated from a strong desire to effectively tackle contemporary security challenges across the country. This unit, when fully operationalized, will provide rapid deployment, close air support, casualty evacuation, and prompt delivery of logistics supply, among other roles.
“As an administration, we have demonstrated commitment to increasing the strength of the Armed Forces in my resolve to secure the country’s challenges. It is instructive to state that from 2015 when I was sworn in as the President and Commander in Chief of the Armed Forces Federal Republic of Nigeria, I facilitated the recruitment of over 60,000 soldiers from Depot Nigerian Army aside from thousands commissioned from the Nigerian Defense Academy Kaduna.’’
The President said the efforts of the Administration paid-off with
records of unprecedented successes, evident in the increased number of neutralized insurgents and those that voluntarily surrendered alongside their families for deradicalization and rehabilitation through Operation Safe Corridor.
“This feat has continued to be replicated in other theatres of operation within the country leading to the resettlement of Internally Displaced Persons to their ancestral homes and restoration of economic activities in addition to the contribution of the Nigerian Army to global peace through Peace Support Operations.
“In the area of troops’ welfare, this administration has facilitated the approval of Manual for Financial Administration which has greatly enhanced the pay and allowances of troops. This has no doubt boosted troops’ morale and enhanced their zeal to discharge their constitutional mandate.
“Furthermore, in line with my resolve to cater for the families of deceased personnel, over 50,000 children and wards of personnel who died in active service are on the Nigerian Army scholarships from 2015 to date,’’ he stated.
On infrastructural development, the President said the administration had made determined efforts to surmount the deficit in accommodation and other amenities. As the strength of the Army increased, special interventions were made to construct new barracks accommodations and renovate the old ones.
“So far, hundreds of new blocks of accommodation were constructed and thousands of the old housing units were renovated and remodeled in various formations and units across the country between 2016 and 2022.
“Currently, massive construction works are ongoing in the new Muhammadu Buhari Barracks, Abuja, and other barracks to provide the requisite offices, houses, and facilities to cater for the increasing strength of the Army personnel,’’ he noted.
President Buhari commended the Chief of Defence Staff, Gen Lucky Irabor, and all the other Service Chiefs and heads of all paramilitary organizations for their commitment and selfless service to this nation.
“The Nigerian Army that we celebrate today, would not have been able to discharge its responsibilities optimally including today’s Trooping and Presentation of Colors without your collaborative support,’’ he said.
President Buhari noted that the colors he presented to the units were revered symbols of the identity of a unit, and display a regiment’s battle honors or those inherited from predecessors while playing huge roles in the operational successes of their regiments.
The President explained that the last Trooping and Presentation of Colors Parade was held in 2007, and since then new units had been established and operationalized in line with the increasing commitments of the Army.
“Additionally, existing colors have been extensively involved in multiple operations in various geo-political zones of the country as well as foreign countries, hence deserving of retirement. Today’s ceremony is a continuation of our effort to re-invigorate the fighting spirit of our troops through the inculcation of greater pride in their units.
“Let me use this medium to sincerely commend the officers and men of the Army, all members of the Armed Forces and other security agencies for their exceptional performances in the various operations across the country,’’ the President added.

OGONI POWER PROJECT WILL CREATE JOBS, SPUR SOCIO-ECONOMIC DEVELOPMENT, PRESIDENT BUHARI SAYS AT GROUNDBREAKING OF THREE PROJECTS
Ø URGES INCOMING ADMINISTRATION TO CONSOLIDATE ON OGONI CLEAN-UP PROJECTS
President Muhammadu Buhari has flagged off the construction of the Ogoni Power Project, expressing confidence that the project upon completion will spur socio-economic development of Ogoniland, create job opportunities for artisans and enhance entrepreneurial growth.
The President virtually participated in the groundbreaking of the Centre of Excellence for Environmental Restoration and the Ogoni 100 Bed Specialist Hospital, performed on his behalf by the Minister of Environment, Mohammed Abdullahi at Wiiya Akara, Khana Local Government Area (LGA), Rivers State, on Friday.
On the power project, the President noted that it will bring sustainability to the Potable Water Schemes, Livelihood Programme, Centre of Excellence for Environmental Restoration, and the Specialist Hospital projects being undertaken by the Hydrocarbon Pollution Remediation Project (HYPREP).
On the benefits of the Ogoni Specialist Hospital, the President said it would bring succour to those who over time have been exposed to hydrocarbon pollution and other ailments associated with environmental pollution in the community.
He urged the Ogoni community to cooperate with the Federal Ministry of Environment, HYPREP and the companies handling the execution of the projects.
He added that the Centre of Excellence for Environmental Restoration, on whose site the groundbreaking ceremony was held, will provide capacity and research opportunities to scholars within Nigeria and around the world on environmental remediation.
‘‘It will initiate studies on home grown methods and approaches to addressing oil pollution in the Niger Delta and other parts of the country, to Sub-Saharan Africa and beyond.
‘‘It is instructive to know that Ogoni clean-up is not the only project being undertaken by this administration to give the people a sense of belonging in national affairs.
‘‘This administration is constructing the Bodo/Bonny Road -a multi-billion-naira project to provide a link road to Bonny Island – host to the Nigerian Liquefied Natural Gas Plant.
‘‘This all-important economic road passes through the heart of Ogoniland and the benefits it will bring to the local economy will be considerable,’’ he said.
The President also disclosed that approvals for the rehabilitation of the Ogoni axis of the East/West Road which the Bodo/Bonny Road opens into and serves as the gateway to the Oil and Gas Free Zone, Onne,’’ he said.
‘‘Today is special and dear to me as it reminds me of the promise I made to the Ogoni people when I came here to campaign in 2015 for the Presidential election that saw my emergence as the President of our great nation, Nigeria.
‘‘I pledged to implement the United Nations Environment Programme Report on the Environmental Assessment of Ogoniland which was submitted to the Federal Government four years earlier if elected as the President.
‘‘It was a solemn pledge to my fellow citizens of Ogoni that deserves urgent economic, social and infrastructural intervention required for a decent living.
‘‘That assurance was redeemed on 2nd June 2016 when I flagged off the Ogoniland clean-up project at the Patrick waterfront in Bodo, Gokana Local Government Area.
‘‘The Hydrocarbon Pollution Remediation Project was established to oversee the operations of the clean-up as well as the constitution of the Governing Council, the Board of Trustees, and the Project Coordination Office to coordinate its implementation.
’’I am glad the implementation is progressing as evident in several critical awarded projects that impact on the livelihoods of the Ogoni people,’’ he said.
President Buhari told the gathering that contracts have been approved for the next phase of remediation of sites (medium risk sites), the training of five thousand Ogoni people in sustainable livelihood skills and the engagement of five hundred Ogoni youths as environmental vanguards.
The President commended the Minister of Environment his team at the Ministry and HYPREP for their doggedness in delivering on his instruction to as a matter of priority, deliver on the Ogoni clean-up and other key objectives of the Ministry including biodiversity and wildlife conservation, land remediation, upland and coastal erosion control.
He also applauded Governor Wike for his support to Federal Government’s developmental initiatives and particularly for the relative peace in Ogoni Land and Rivers State in general.
‘‘Your Excellency and Royal Highnesses, it is my desire that you will continue to support this administration and the incoming administration led by His Excellency Bola Ahmed Tinubu who I am confident will consolidate the gains achieved from this project.
‘‘It is my hope that you will support the implementation of the project and utilize the benefits for the present and future generations of Ogoniland,’’ he said.
HRM Mene (Dr) Suanu Timothy Yormaadam Baridam Gbenemene, Kasimene Bangha VII of Ogoniland, on behalf of the Supreme Council of Ogoni Traditional Rulers, presented a chieftaincy title, Gbene of Ogoni land (Mighty Eagle of Ogoni land), to President Buhari.
The title was received on behalf of the President by the Minister.
The Minister of Environment used the occasion to provide an update on the modest progress being made in the restoration of oil impacted sites, which is the core mandate of HYPREP.
‘‘Twenty out of the 65 United Nations Environment Programme (UNEP) sites have been remediated to date. HYPREP recently awarded contracts for additional 17 sites and contractors were taken to the sites yesterday,’’ he said.
Abdullahi stated that six potable water schemes spread through the four LGAs of Ogoni land are at various stages of completion.
In his remarks, Mike Nweielghi, Chairman Board of Trustees, Ogoni Trust Fund pledged that Ogoni people will provide the necessary support and conducive atmosphere to the contractors to deliver on the projects.
He thanked the President for touching the lives of Ogoni people with his commitment to the clean-up exercise, following the recommendations of the UNEP report.
‘‘As an Ogoniman, I am grateful that your administration has touched the lives of my people and their environment through the commencement of work at the specialist hospital, Centre of Excellence for environmental restoration and Ogoni power project,’’ he said.
He also lauded the President for considering Ogoni people worthy of piloting the affairs of the HYPREP projects, pledging prudent and transparent management of the funds.
In addition to the initial $1billion released for the Ogoni clean-up by the joint venture partners, Nweielghi, on behalf of the Board, appealed for more funds, saying current inflationary trends have made the initial funds insufficient.
The Project Coordinator, HYPREP, Dr Giadom Dumbari, described the projects as major highpoints of the Buhari administration in addressing the challenges of the Niger Delta, particularly the plight of the Ogoni people.
He explained that the specialist hospital is strategically located to service Rivers, Akwa Ibom and Cross River States and other surrounding communities.
Dumbari pledged that the project would be delivered on target, time and cost.

PRESIDENT BUHARI SPEAKS ON THE IMPERATIVE OF NIGERIA’S STABILIZING ROLE IN AFRICA
President Muhammadu Buhari says Nigeria’s size and resources have imposed on her a stabilizing role in the West African subregion and the African continent as a whole.
Speaking after receiving a message from President Ibrahim Ghali of the Sahrawi Arab Democratic Republic, SADR from a Special Envoy at the State House Friday, President Buhari said peace and stability are central to the vision of Nigeria in Africa, adding that these were essential to security and prosperity in the continent.
He thanked the President of the Sahrawi Republic for the message he sent and gave an assurance that he will study its content and brief the in-coming President, Asiwaju Bola Ahmed Tinubu on their concerns, urging the Special Envoy to make the effort to brief the in-coming President as well.
The Special Envoy, Mohammed Saleh, who was a former Minister of Foreign Affairs, now Minister of Diplomatic Affairs, recalled the role of President Buhari, in 1983 as Military Head of State as being the first African leader to recognise the Sahrawi Arab Democratic Republic, paving the way thereby, for its recognition by the Organisation of African Unity, now African Union.
“History will not forget your important role in leading the fight for African freedom using money, arms and diplomacy in the African Union and the United Nations to secure independence for South Africa, Zimbabwe and Namibia for, without this, these nations would not have been free,” said the Envoy.
Ambassador Saleh expressed the sadness of his country in President Buhari leaving office and expressed the hope that the Tinubu government will maintain the same interest in the independence struggle. He urged the President to continue to maintain relevance in the affairs of the SADR and that of the entire continent.
President Buhari accepted the request of the President of the Sahrawi Republic to participate in the inaugural events ushering in the new Nigerian President in May.

PRESIDENT BUHARI, TINUBU IN CLOSED-DOOR MEETING, PRAY JUMA’AT TOGETHER
President-elect, Asiwaju Bola Ahmed Tinubu, joined President Muhammadu Buhari to offer Friday prayers at the State House Mosque, Aso Rock Villa, Abuja.
Before they joined the congregation in prayers, the two had a closed-door meeting at which they greeted one another on the Sallah occasion following the completion of the 30-day Ramadan fast and privately discussed a host of issues of common concern to them.
The President-elect was accompanied to the State House by the Speaker of the House of Representatives, Hon. Femi Gbajabiamila and two Governors, Dr. Abdullahi Umar Ganduje of Kano and Abdulrahman Abdulrazaq of Kwara State as well as Alhassan Ado Doguwa the Majority Leader of House of Representatives.
President Buhari in bidding a farewell to the visitor said “thank you for joining us in prayer.”

NIGERIA IS UNDERSTANDABLY FACING A CHALLENGING TIME, SAYS FASHOLA

Convocation Lecture Delivered by H.E Babatunde Raji Fashola SAN at the 38th Convocation of the Federal College of Education (Technical) Akoka, Lagos on Thursday ,27th April 2023

Ladies and gentlemen, Members of the Academic Community of the Federal College of Education (Technical) Akoka, let me commend you all for another convocation ceremony, the 38th that this institution is undertaking.

It bears testimony to your patriotic commitment to nation-building by undertaking to produce and shape the quality of our human capital.

To the parents and guardians of graduating students, I commend your labour of love. I share your sense of relief and your sense of pride on this auspicious occasion, the graduation day of a child or ward. I have walked this route before. I know how good it feels. May your labour not be in vain.

Most especially and very deservedly, I congratulate all the graduands of today. I doff my heart for your achievement, I salute the industry that you have invested in order to be here today.

When the Provost, Dr. Wahab Ademola Azeez invited me to be the convocation lecturer, I accepted because of you. Because you are the next set of Nigerians who will occupy the frontlines in the process of building our country. That in part is why the school was set up. A place to prepare the next set of leaders of Nigeria.

Make no mistake about it, your leadership responsibility started from the day your education started. You are not just leaders of tomorrow, you have become leaders already. With your training here, how far you go on the leadership ladder is now a matter of your own choice and how you react to opportunities.

This brings me to the topic of my lecture. Dr. Azeez in his letter informed me that the theme of the convocation is “VOCATIONAL-TECHNICAL TRAINING AND SKILLS ACQUISITION AND THE YOUTH IN WORLD OF WORK AND EMPLOYMENT MARKET. WHAT DOES NIGERIA HAVE TO OFFER?”

Then he says in his letter “…you are at liberty to approach the lecture from a perspective suitable for you…”

I intend to do just that. I believe that the Nigerian developmental agenda has been organised around a question of what the country can offer or do for her citizens, which is okay, without necessarily demanding from her citizens a corresponding discharge of their duties.

It seems to explain why many Nigerians know their “rights” so to speak and perhaps why not enough of us know that we owe “duties” to Nigeria, or even know what those duties are.

Therefore, my approach to the lecture will be to depart from the question what does Nigeria have to offer? And discuss our duties to Nigeria.

But in doing so, perhaps I will try to orient you differently from the way my parents and I were oriented, which is to graduate and look for employment; and instead orient you to ask the question: Why should I be an employee, when I can be the employer?

It seems that, the place to start is to give you a teaser of what Nigeria has on offer, and still is offering.

Let us start from your very illustrious school, whose colours you wear today and from which you graduate. Nigeria has given you this, by the vision, and action of many who came long before you and their decision to set up this school.

They did a great thing and performed a public duty and laid a block of development from which you now benefit. That is nation building and service to the fatherland. That is the mindset I want you to leave here with in addition to your certificate.

The other mindset is that of a creator. This is what your technical and vocational training has been about – using your minds to visualize things and using your hands to make those things happen.

The greatest nations on earth are those whose people make the most of what they need with their hands. You are the production powerhouse of Nigeria who will build, maintain, Repair, re-purpose, fabricate and invent all the assets that will propel Nigeria to her destined greatness.

In terms of what Nigeria has to offer, let me give you examples – she has roads, refineries, airplanes, gas pipelines to build, she has scores of minerals in massive quantities to process, millions of tons of agricultural produce to process, preserve and package, buildings, machines, equipment and assets to develop, rehabilitate, maintain, repair and preserve.

These are all the things that require people who can use their minds and hands, in other words vocational and technical skills. This is not a demand for those who talk. Talk is cheap. This is a theatre of dreams for those who can DO.

The global economy including that of Nigeria is changing and in need of those who are creative and creating. That is why talent is now so highly paid for today more than 30 years ago.

I spoke earlier about mindset along with your certificate. The additional mindset you must take from here today is to see Nigeria’s challenges, needs and her TO-DO-LIST, as your opportunity for prosperity, not an opportunity to emigrate.

And if you choose to migrate, there is the possibility that once you present your certificate wherever you go, the job they are likely to offer you is one that asks you to do in a foreign land, what you refused to do in your motherland.

The illogic is manifest if you ask yourself the question: whether you will go to build another person’s home, when your parent’s home is in need of rebuilding.

But let me deal with another thing Nigeria offers you apart from this school. President Muhammadu Buhari signed Executive Order No 11 of 2022 on 6th April, 2022 for the implementation of a National Public Buildings Maintenance Policy.

In his short remarks at the signing event, the President said:

“…Maintenance of assets is more than a culture, it is an economy from which many can prosper and we must nurture and water that economy by policy and actions that create opportunities and inclusion for people. It is my hope that this order will open the door to this treasure of opportunities for young technicians, for artisans, for vendors and suppliers and for small businesses and cottage industries…”

I am unable to guess how many people in this gathering are aware that such a policy exists.

I am equally curious to find out how many of you graduands see yourselves as possibly being among those that Mr President was referring to when he mentioned: “…opportunities for young technicians, for artisans, for vendors and suppliers and for small businesses and cottage industries.”

How many of you know perhaps that there are about 40 million micro, small and medium businesses in Nigeria, and that these are our largest employers of labour and also the largest number of self-employed people as is the case all over the world.

How many here still want to look for employment and how many want to start their own small business.

Indeed, how many of us know that when governments all over the world talk about “the private sector” it is to the small businesses that they refer and not to the few conglomerates.

While this policy of national maintenance was approved in on the 4th of January 2019, and before the President signed the executive order in April 2022, the Ministry of works had started to give effect to it, by commencing the maintenance of public buildings, roads and bridges.

In the building maintenance sector, we currently have 28 federal secretariats under maintenance contracts to small businesses. We pay between N20 – N40 million every quarter to each company depending on the nature of works they are contracted to undertake. Each of them employs at least 40 persons who do various things from plumbing, heating, ventilation and cooling, to masonry and carpentry, security and Horticulture to mention a few.

Houses in 35 states constructed under the National Housing Programme already have facility managers.

We have contracts for the periodic maintenance of bridges across Nigeria including the Third Mainland Bridge, Eko bridge and Apongbon bridge all in Lagos. These people are using their hands and skills to build Nigeria, rather than wait for what Nigeria can offer them. In 2021 we had 42 Bridges under repairs and maintenance.

There is more that can happen, and many more of us can find inclusion in these and other spaces, but our mindset must change from asking for our rights alone, and transition to recognising our duties to Nigeria and performing them.

Perhaps the most important message I wish to pass to you in this lecture is to invite you to acquire the mindset along with your certificate that you owe duties to Nigeria as a citizen.

Those duties are enshrined in Section 24 (a)_(f ) of the 1999 constitution as amended.

The section provides that:

Section 24 (a)
It shall be the duty of every citizen to –
abide by this Constitution, respect its ideals and its institutions, the National Flag, the National Anthem, the National Pledge, and legitimate authorities;
Section 24 (b)
help to enhance the power, prestige and good name of Nigeria, defend Nigeria and render such national service as may be required;
Section 24 (c)
respect the dignity of other citizens and the rights and legitimate interests of others and live in unity and harmony and in the spirit of common brotherhood;
Section 24 (d)
make positive and useful contribution to the advancement, progress and well-being of the community where he resides;
Section 24 (e)
render assistance to appropriate and lawful agencies in the maintenance of law and order; and
Section 24 (f)
declare his income honestly to appropriate and lawful agencies and pay his tax promptly.

How many of us know that we have duties that we owe Nigeria, what our duties are, and how many of us perform our duties?

I think that all these duties are clear enough and need no further explanation.

For those who want to read about them after this interaction, I implore you to either get a copy of the Constitution or use search engines on your smart phones to access it.

But I cannot conclude this lecture without speaking about a few of them. I will do so in no specific order.

Let us examine the duty in Section 24 (e) to “render assistance to appropriate and lawful agencies in the maintenance of law and order.”

What can be more lawful in the face of corruption and insecurity than the battle launched by the Buhari administration against the illicit narcotic drugs and psychotropic substance trade through the Buba Marwa led Nigeria Drug Law Enforcement Agency (NDLEA).

This agency in the last two years has arrested no less than 38 criminal minded drug barons and seized over 2,000,000 kg of illicit drugs.

Just imagine what has slipped through before Buba Marwa came on board and the damage to the future of human capital especially young ones, whose minds have been damaged by drug abuse.

Why is this relevant you might wonder?

It is because I came across a report in the news a few days ago that “THUGS attack NDLEA operatives, FOIL ARREST OF SUSPECTS”.

If those so-called thugs were Nigerians, they were in tragic breach of their duty under Section 24 (e) of the constitution.

They should have provided support to NDLEA if they are patriots.

Unfortunately, they are not.

They let themselves down and they let Nigeria down. You must never copy their example.

Our duty as patriots is to help lawful agencies like NDLEA in their noble tasks. Providing useful information that leads to arrest and seizure is an example of how we can perform this duty. A drug free society is one that has a future, a promise of prosperity and renewed hope.

Let me also quickly deal with Section 24 (c) about the duty to “…respect dignity of other citizens and the rights and legitimate interests of others and live in unity, harmony and the spirit of common brotherhood…”

Not a few of us have fallen short of the constitutional expectation in respect of this duty.

Sadly, the evidence is easy to gather on public platforms especially on social media. We have carried on as if we are at war with one another only because we disagree with the views that others express.

If we were looking for who to blame, there are enough people who should cover their faces in shame.

I have held the view and still do so, that our disagreement should not make us disagreeable. I can disagree with you without calling you names or trolling you on social media or worse still manufacturing lies against you or addressing you in words that should never be in print.

Let me remind us that the world wide web and Internet has a long memory, if at all it forgets anything we put there; and the whole world will relate with us on the basis of what we have said about ourselves and to ourselves.

You will observe that I have included myself in the conversation by the words I have used such as “our” country instead of “your” country.

This is because I have ownership, and it is because this is my country, although some Nigerians speak of Nigeria in the words “your country”, “your government”, “your problem.”

I respect your choice not to take ownership. I also appeal to them not to compound the problems if they have no solutions to offer. I am also convinced that the problem are man and woman-made; and they can be solved by men and women with the right resolve and the right mindset.

As somebody once said, a life without challenges is a life perhaps not lived at all. And I might add that adversity is the foundation upon which all successes I have read about or heard about have been built.

In this respect, I urge you to take another mindset along with your certificate. That mindset is that Nigeria is your country, it is the motherland, it is the place called home and we must show love and affection to her in order to get the best out of her.

And this takes me to the duty in section 24(b): “… to enhance power, prestige and good name of Nigeria, defend Nigeria and render such national service as may be required…”

Some of our brethren who perhaps may have been disappointed by the conduct of public officers or government as a whole have equated the government with their country. Sadly, this is a grave error around which I urge them to reflect.

Nigeria may be reflective of its governments, but they are not one on the same. Their disappointment is no excuse for the denigrating and unprintable things they have said at home and abroad about our country.

Some of them, (and I am not one of them, because I will never speak ill of my country, but I will criticize its governance) have pointed the darkest picture of the country to the whole world.

They have described our problems in deficit without basis, magnified our challenges to the world in hyperbolic proportions, one of which is the statement that we are the poverty capital of the world.

The bigger the problem of Nigeria, the happier they seem to be without offering any solution.

Nigeria is understandably facing a challenging time, as indeed most parts of the world are. But she is investing in rebuilding, replacing and upgrading her public infrastructure assets.

This is the road to prosperity, accepted by the whole world since the Marshall Plan of 1948.

Our human capital, such as those of you graduating from here today, must never lose hope, must never accept to be defined by these unpatriotic statements.

You must instead find inspiration in the actions and conduct of our contemporaries such as sportsmen, artistes, Nobel laureates and scientists at home and abroad who have used their craft, their talents, their hands, minds and their skills to positively “enhance the power, prestige and good name of Nigeria at home and abroad.”

My concluding statement is to urge you to do your duty to Nigeria and adopt the mindset of patriots.

I always see Nigeria’s glass as half full not half empty.

Congratulations once again, thank you for listening and may your future be prosperous.

LP crisis has no impact on Obi’s Petition at the Tribunal — POSN*

The Peter Obi Support Network (POSN) has allayed the fears of the teeming supporters of Labour Party (LP) Presidential Candidate, Mr. Peter Obi, assuring them that the internal wrangling in the party has no impact whatsoever on his struggle to reclaim the mandate freely given to him by Nigerians on February 25 but brazenly stolen by the ruling All Progressives Congress (APC).

The group in a statement issued on Thursday stressed that the letter allegedly written by the Lamidi Apapa faction of LP for the withdrawal of Obi’s petition at the Presidential Election Petition Tribunal is just a comedy skit that should not be taken serious.

POSN explained that the position of the law on the withdrawal of petition from Tribunal is very clear as Rule 29 (2) says, ‘Of the Where the petitioners are more than one, no application for leave to withdraw the election petition shall be made except with the CONSENT OF ALL THE PETITIONERS.”

The statement reads: “Our attention has been drawn to the game plan of the Lamidi Apapa-led faction of the Labour Party to scuttle Peter Obi’s petition at the Presidential Election Petition Tribunal by seeking withdrawal of the Petition.

“Actually, we would have allowed Lamidi Apapa and his co-travellers to continue to swim in their ocean of ignorance, but for the sake of millions of supporters who are worried about unfolding developments. It is therefore pertinent to put the records straight in order to put to shame, the political hirelings who have decided to sink the party because of few naira.

“What the Apapa faction of Labour Party should realise is that Peter Obi is a movement which can’t be sunk by political hirelings.

“To put the records straight, the withdrawal of Labour Party from the Presidential Election Petition will not in any way affect the case instituted at the Tribunal by Peter Obi.

“Lamidi Apapa and his co-actors don’t even know the position of the Electoral Act, 2022 on petition withdrawal.

“Rule 29 of the Rules of Procedure for Election Petitions says, ‘29—(1) An election petition shall not be withdrawn without leave of the tribunal or court.

“ ‘Where the petitioners are more than one, no application for leave to withdraw the election petition shall be made except with the CONSENT OF ALL THE PETITIONERS’.

“Obi’s teeming supporters, therefore, have nothing to worry about as no one can withdraw his water-tight petition from the Tribunal.”
