Outgoing Rivers State Governor, Nyesom Wike has said that his successor and Governor-elect, Sir Siminalayi Fubara will continue with his legacy of bringing infrastructural development to the people of the State in line with the continuity policy of the administration.

Speaking at the commissioning of the Mgbuoba/Ozuoba and Ada George Road Flyover in Obio/Akpor in Rivers State Wednesday, Wike said, the support enjoyed by his Party and administration at the just concluded governorship elections, underscored the need.

Wike explained that his administration considered the decongestion of the capital city comprising Port Harcourt and Obio-Akpor before deciding on locations of flyovers. He said: “Rivers State government built flyovers on the consideration of practical utility. I do not know what you (critics) mean by saying that Obio-Akpor has seven flyovers. All I know is that, in order to decongest the state and make motoring experience easier for the people, we decided to build flyovers where it is necessary to do so. “We therefore did not share or construct flyovers according to any sentiment of allocation by local government areas. It is because Obio Akpor Local government is part of the city of Port Harcourt. Of course, you know Obio Akpor Local Government is comparatively overpopulated than any other local government. So, you expect that it is a reasonable decision for us to decongest the entire area in order to make life easier for the motoring and, indeed, the general public.”

Wike noted that with the Mgbuoba/Ozuoba Ada-George Junction Flyover completed, the usual traffic logjam associated with the area had become a thing of the past. He commended the residents of the area for enduring the inconveniences they experienced while the work on the project lasted, and the construction company for keeping to the agreed schedule. Governor Wike further said the people and residents of Rivers State would continue to benefit from the ongoing development of infrastructure because they did not compromise their support for the Governor-elect, Sir Siminalayi Fubara.

Speaking while commissioning the project, the Special Guest of honour at the ceremony and Benue state Governor, Samuel Ortom described Governor Nyesom Wike of Rivers State as the first and best in infrastructure development even as he commended the transformation Wike’s administration has brought to bear on the landscape of Port Harcourt in terms of delivery of durable infrastructure. He described Wike as a bridge builder and a worthy example, who has made democratic governance more meaningful.
In his remarks, Managing Director of Julius Berger Nigeria Plc, Engr. Dr. Lars Richter thanked the Government and people of Rivers State adding that, “…we are always ready to partner with the Rivers State Government as you build more infrastructures across the state.”

While thanking the Rivers State Ministry of Works under the watch of the Hon. Commissioner for Works, Dr. George Kelly and the Supervisory Engineers on the success of the project, Dr Richter also commended the communities around the road alignment of the Project who lost their right of use of this road during the period of construction. “This was a huge sacrifice, which, of course, has paid off today”, said the Julius Berger boss.

Concluding his remarks, Dr. Richter offered his special thanks for Governor Wike for his relentless support to the projects he entrusted to Julius Berger, and to the good people of Rivers State for their peaceful cooperation. “I bring you greetings from our Board of Directors and Executive Management who appreciate your trust and the confidence you have shown in faithfully subscribing to our reliable engineering standard and dependable quality of works all these years,” said Dr. Richter.
Dr Richter further said that, the Mgbuoba/Ozuoba Ada-George Junction Flyover was completed and delivered with the usual professionalism of Julius Berger. According to Dr. Richter, “…this Project was awarded to us on the 19th day of July 2022 with a 10 months completion period, but was achieved much earlier.” Still in a well-founded celebratory context, Dr Richter added that “It is no longer news that the present (Gov. Wike’s) administration had not compromised quality in their deliveries of infrastructural development to Rivers people since 2015 when His Excellency carried Julius Berger along in his urban renewal programme.” Julius Berger, he added, “has constructed many road networks, eleven sturdy flyovers and bridges while the 12th flyover is also near completion and commissioning very soon.”
In his remarks at the event, the incoming Governor-elect of Rivers State Sir Fubara expressed his joy at his attendance of the commissioning of the Mgbuoba/Ada-George Road junction flyover bridge, which he called “a masterpiece constructed by the doyen of quality infrastructure in Nigeria, Julius Berger Plc.“

The Mgbuoba/Ada-George Road junction flyover bridge consists of 13 spans (13×22.5m=292.5m) and two ramps with an approximate total length of 222m dual carriageway with ground service lanes. The flyover has two carriage ways with each road having a width of 7.3m. Made up of 13 spans at 22.5m intervals
Built with a total quantity of 104 nos precast beams, the bridge is founded on 800 diameter 176 Nos, Continuous Flight Auger (CFA) piles with a length of 21.5m. The project spans a total construction length of around 919m at longitudinal direction of the flyover, and has a provision of drainages and culverts at the new service lane. There is a roundabout including traffic islands and U-Turns under the bridge. The new road pavement consists of a 200mm thick cement-sand subbase with 4% average cement content by weight, 200mm granular stone base and 100mm thick total asphalt concrete Surface. On top of the superstructure the asphalt is a 60 mm thick Binder Course and 40mm wearing course.
There are safety-oriented and beautiful road markings on the Flyover bridge and service lanes as well as traffic signs at the roundabout Junction. With extensivebeautification under the bridge, street lights installation on the Flyover bridge and service lanes, implementation of two pedestrian crossings with traffic Lights under flyover for pedestrians, the 11th Flyover in Port Harcourt city is intentionally designed and delivered to overcome the previous massive traffic jam at junction of ada-george/ozuoba and allow proper and free-flowing motoring experience even as property values along the project corridor are further commercially enhanced,
Originally contracted for a 10-month delivery period, the ever-reliable contractors, Julius Berger Nigeria Plc, delivered the project in 7 months.

KDSG receives detailed security reports: Eight students, others kidnapped in Awon general area of Kachia LGA
– 24-hour curfew in Sabon Garin Nasarawa-Tirkaniya, Chikun LGA, relaxed; movement allowed between 7:00AM and 7:00PM
In an update to the earlier report suggesting the kidnapping of about ten students in Kachia LGA, the Kaduna State Government has received detailed reports from security agencies on the incident.
The Government can confirm that eight students of the Government Secondary School, Awon in Kachia LGA were kidnapped on Monday in the general area,
along with other citizens.
Furthermore, it was verified that the students were not kidnapped within the school premises, but on their way home from school when they came in contact with the bandits, who had abducted other residents.
The management of the school has submitted the names and classes of the kidnapped students.
Governor Nasir El-Rufai has condemned the abduction as unfortunate, and has received assurances of efforts being exploited to rescue the eight students and other kidnapped citizens.
In another development, the Kaduna State Government has relaxed the 24-hour curfew imposed on Sabon Garin Nasarawa – Tirkaniya community in Chikun LGA. The review follows close monitoring and assessment of the situation by security agencies.
With effect from tomorrow, Wednesday 5th April 2023, the curfew will be in place from 7:00PM to 7:00AM, while residents of the area can go about their activities between 7:00AM and 7:00PM.
The Government advises residents of the community to comply with the curfew and maintain orderly conduct as security agencies continue to work in the affected areas.

Kaduna State appoints transition committee
The Kaduna State Government has announced the constitution of the 2023 Transition Committee, comprising nominees of the outgoing El-Rufai administration and Senator Uba Sani, the governor-elect.
A statement from Sir Kashim Ibrahim House disclosed that the 65-person committee will prepare the roadmap for implementing the SUSTAIN manifesto of the incoming government which has at its core a governance agenda to continue the progress recorded in the state since 2015. The committee will also arrange the ceremonies to usher in the new government.
The Transition Committee will be chaired by Balarabe Abbas Lawal, the incumbent Secretary to the State Government, who was chairman of the Transition Committee in 2015 and vice-chairman in 2019. Nuhu Isyaku Buzun, the permanent secretary Cabinet & Political Affairs, will serve as secretary to the Committee, which will soon be inaugurated.

Troops neutralize 11 bandits during intense battle in Birnin Gwari LGA
– Enclaves cleared, arms and ammunition recovered
Troops and Special Forces of the Nigerian Army have neutralized 11 bandits in a fierce battle which took place during fighting patrols in Birnin Gwari LGA.
Operational feedback to the Kaduna State Government revealed that the troops advanced to several identified locations, and cleared bandit camps in Bagoma, Rema, Bugai, Dagara, Sabon Layi, Gagumi, Kakangi, Katakaki and Randagi.
In the course of these operations, the forces made contact with bandits at Kakangi and Katakaki. A fierce gun battle followed, after which the criminals were subdued by the troops’ aggressive firepower. Eleven bandits were confirmed neutralized, as others fled.
After the battle, the troops exploited the location and recovered two AK-47 rifles, two AK-47 magazines and 57 rounds of ammunition. Six motorcycles belonging to the bandits were destroyed during the encounter.
Receiving the report, Governor Nasir El-Rufai expressed his satisfaction at the emphatic outing by the security forces,
and praised the leadership of the Major General TA Lagbaja, GOC One Division and Force Commander of the Operation Whirl Punch.
The Governor lauded the troops for their consistent and spirited efforts, as he urged them to build on the momentum of this notable success.

Text of Press Conference by the National Publicity Secretary, of the Peoples Democratic Party (PDP) Hon. Debo Ologunagba against the Continued Stay in Office of Mallam Hudu Yunusa Ari as Adamawa State Resident Electoral Commissioner
Gentlemen of the Press, the Peoples Democratic Party (PDP) invites you again this afternoon to draw attention of Nigerians and the International Community to the conduct of the Independent National Electoral Commission (INEC) with respect to the forthcoming Governorship re-run election in Adamawa State.
From credible information available to our Party, INEC is stoking a breakdown of Law and Order in Adamawa State with the continued stay in office of Mallam Hudu Yunusa Ari as Adamawa State Resident Electoral Commissioner (REC) in spite of his alleged complicity in the plots to manipulate the outcome of the Governorship election in the State, even with PDP’s clear lead of 31,299 lawful votes in the election.
It is provocative and unacceptable that INEC retained Mallam Yunusa Ari to conduct the April 15, 2023 governorship re-run election despite being reportedly caught on tape directing the Electoral Officer of Fufore Local Government Area of Adamawa State in Hausa Language to alter election results in favour of the defeated governorship candidate of the All Progressives Congress (APC) Senator Aisha Binani.
The continued stay in office of Mallam Yunusa Ari in the face of widespread outcry by the people of Adamawa State amounts to pushing the people to the wall and daring them to do their worst.
The PDP dismisses the lame denial of the leaked audio tape by the exposed INEC Resident Electoral Commissioner. The basis for recusal by an umpire is the accusation of likelihood of bias. In this case, apart from the accusation, there is audio evidence against Mallam Yunusa Ari and he cannot by any standard superintend over the Adamawa Governorship re-run election without widespread suspicion of his actions.
The situation around the embattled INEC Resident Electoral Commissioner is worsened by allegations of similar instructions to Electoral Officers in some other Local Government Areas of the State to manipulate the results of the election.
In view of these grave allegations and evidence of the audio tape already in the public domain, Mallam Yunusa Ari should immediately recuse himself from superintending and/or conducting the re-run governorship election in Adamawa State on April 15, 2023.
The PDP invites Nigerians to note that INEC relieved the Resident Electoral Commissioner in Sokoto State, Dr. Nura Ali over allegations of irregularities in the conduct of the just concluded elections in that State.
There is therefore no justification for the continuing stay of Mallam Yunusa Ari as Resident Electoral Commissioner in Adamawa State in the face of these grave allegations except for sinister reasons.
Nigerians can recall that the Adamawa State INEC Resident Electoral Commissioner was also accused of being at the center of the failed attempt to move the collation of results of the Adamawa State Governorship election from Yola to Abuja to enable the INEC Returning Officer declare the defeated APC candidate as the winner; a move that was firmly resisted by the people of Adamawa State.
The PDP cautions that the people of Adamawa State will never surrender their mandate to these reprehensible plots to manipulate the outcome of the re-run governorship election in the State.
The continued stay of Mallam Yunusa Ari as INEC Resident Electoral Commissioner in Adamawa State is heightening tension and is capable of disrupting the peace for which the State is known.
Mallam Yunusa Ari has clearly become partisan; he has descended into the arena by allegedly taking sides with the APC, a political party in the contest to the extent of directing Electoral Officers to manipulate election results in favour of the APC candidate.
The PDP therefore demands that the INEC Chairman, Prof. Mahmood Yakubu immediately remove Mallam Yunusa Ari as Resident Electoral Commissioner in Adamawa State.
On our part, the PDP restates that it is firmly on ground in Adamawa State. Our Party and Candidate, Governor Ahmadu Umaru Fintiri are in clear lead and we are ready for the re-run election in the 69 Polling Units already announced by the INEC Returning Officer.
The PDP once again calls on the people of Adamawa State, our teeming members and supporters to remain calm but very vigilant in resisting the APC and its candidate who are desperate to steal the Adamawa State Governorship mandate for their parochial interests against the Will of the people.

PRESIDENT BUHARI INAUGURATES NATIONAL COUNCIL TO IMPLEMENT NIGERIA STARTUP ACT 2022, ASSURES TECH-SAVVY YOUNG NIGERIANS OF FUNDS, TAX BREAKS
Ø NIGERIA PRODUCES FOUR OF SEVEN UNICORNS IN AFRICA VALUED AT OVER $7.5BILLION
President Muhammadu Buhari on Wednesday inaugurated the National Council for Digital Innovation and Entrepreneurship with the mandate to guide the implementation of the Nigeria Startup Act (NSA) 2022.
Speaking at the inauguration of the 14-member Council chaired by him, the President directed the Secretariat, the National Information Technology Development Agency (NITDA), to ensure faithful implementation of the Act, which provides incentives and support for start-ups, including tax breaks and access to funding.
The inauguration preceded the Federal Executive Council (FEC) meeting and had members of the Digital Innovation Council in attendance.
The President noted that Nigeria has been at the forefront of the remarkable growth of startups in Africa, with Nigerian start-ups raising over US$4 billion between 2019 and 2022.
‘‘It is worth noting the remarkable growth of start-ups worldwide, with over US$400 Billion of venture funding accessed in 2022.
‘‘This growth was fuelled by a surge in demand for digital services as people worldwide turned to technology to stay connected, work remotely, and access essential goods and services largely due to the COVID-19 pandemic.
‘‘In Africa, the startup ecosystem has also been growing at a remarkable pace.
‘‘In 2022, African startups raised a record of US$5.4 Billion in funding,’’ he said.
President Buhari, therefore, charged members of the Council to harness the potential of Nigeria’s young and innovative population, who have demonstrated their ingenuity, creativity, and entrepreneurial spirit in creating innovative solutions to the challenges of the nation and the continent.
‘‘With this inauguration, which serves as our first meeting, I hereby direct the Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim (Pantami), to convene another meeting of the Council in May 2023 to make further progress on the implementation of the Act.
‘‘I congratulate the members of the National Council for Digital Innovation and Entrepreneurship on their assignment and wish them a successful and productive engagement in harnessing our youth talents and uplifting our country’s economy to new heights,’’ the President said.
Describing the Startup Act 2022 as a testament to the vision and commitment of his administration to harness the potential of Nigeria’s young and innovative population, the President recalled that it was developed in collaboration with his office, the Federal Ministry of Communications and Digital Economy, with the support of the Tech Ecosystem.
He explained that the Act, which became law after its approval by the Federal Executive Council on 15th December 2021 and the Presidential assent on 19th October, 2022, provides incentives and support for start-ups, such as tax breaks, access to funding, ease of doing business, intellectual property protection, and participation in public procurement.
He particularly commended the efforts of Pantami and the Chief of Staff, Professor Ibrahim Gambari, for this achievement.
The President acknowledged that as Nigeria aims to become a global talent factory through the implementation of the Startup Act 2022, its startup ecosystem still faces significant challenges, such as access to funding, support infrastructure, and skilled talent.
‘‘These remain major barriers to the growth of the ecosystem, particularly for early-stage start-ups.
‘‘The provisions of the Nigeria Startup Act 2022 represent an important step towards addressing these challenges and promoting the growth of a more vibrant and inclusive startup ecosystem in Nigeria.
‘‘Furthermore, implementation of the Act will lead to consolidation and further development of the gains recorded by Nigeria’s digital economy, in the last four years, in the areas of contribution to GDP and increased revenue generation, among others,’’ he said.
President Buhari stressed that the Council would serve a critical governance structure in the implementation of the Act, which will ensure that government agencies, entrepreneurs, investors, and support organizations collaborate with the startup ecosystem to achieve the goals of promoting the growth of a vibrant and sustainable startup ecosystem.
‘‘I had earlier directed the Secretariat, the National Information Technology Development Agency to commence the execution of the implementation plan it developed.
‘‘One of the important aspects of the implementation plan is the development of the Startup Portal, which will serve as a platform that will drive the implementation of the NSA 2022 and collaboration between all stakeholders,’’ he said.
The members of the Council include the Vice-President of the Federal Republic of Nigeria, Vice Chairman; the Minister responsible for Communications and Digital Economy, who will preside over the Council in the absence of the President and Vice President; the Minister responsible for Finance, Budget and National Planning; the Minister responsible for Industry, Trade and Investment; the Minister responsible for Science, Technology and Innovation and the Governor of the Central Bank of Nigeria.
Others are four representatives of the Start-up Consultative Forum, one representative of the Nigeria Computer Society, one representative of the Computer Professionals (Registration Council of Nigeria) and the Director-General, NITDA, who will serve as Secretary of the Council.
In his remarks, Pantami noted that it is widely accepted that digital innovation and digital entrepreneurship are the two prerequisites towards building an indigenous digital economy.
He said the inauguration of the Council would support the administration to consolidate the gains and achievements recorded in the digital economy sector.
‘‘This administration has set three unprecedented records when it comes to ICT contributions to GDP. For example in the first quarter of 2020, ICT alone contributed to 14.07 per cent to the country’s GDP.
‘‘In the second quarter of 2021, ICT alone, without digital services, contributed 17.92 per cent to GDP while in the second quarter of 2022, ICT contributed 18.44 per cent.
‘‘Annually, this administration has been setting new records when it comes to ICT contributions to GDP,’’ he said.
The Minister also used the occasion to apprise the Council that Nigeria’s broadband penetration is now 100 per cent with the deployment of SpaceX’s Starlink satellite Internet service.
Furthermore, Pantani said out of 7 unicorns in the continent, Nigeria now accounts for 4 unicorns worth over $1billion each.
‘‘All these unicorns in Nigeria attained this position during this administration. The first was in 2019, while the second, third and fourth attained this position in 2021.
‘‘57.14 per cent of the entire African unicorns originated from Nigeria while the market value of 7 of them combined as at February 2023 is $11.45billion, with the 4 from Nigeria contributing $7.5billion,’’ he said.

Gbajabiamila commiserates Orji Kalu over wife’s death
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has condoled with the Chief Whip of the Senate, Senator Orji Uzor Kalu, over the demise of his wife, Ifeoma.
Gbajabiamila, who expressed sadness over the death of Mrs Kalu, said he received the news of her passing with shock.
The speaker noted that losing one’s wife is a very painful experience, and he prayed to God to give the Orji Uzor Kalu family the fortitude to bear the loss.
Gbajabiamila equally prayed for the repose of the soul of the late Mrs Kalu.

Reiterates Commitment To Welfare, Well-Being Of Students

Lagos State First Lady, Dr. Ibijoke Sanwo-Olu on Monday handed over a modern sick bay to Dolphin Junior High School in the Simpson area of Lagos Island, saying the facility represents the commitment of the state government to the welfare and well-being of students in the state.

The First Lady, it would be recalled, had on December 6, 2021, visited the school in furtherance of the global 16 days of advocacy against Sexual and Gender-Based Violence (SGBV) to sensitize the students on the menace of sexual abuse and harassment within the academic environment.

The advocacy visit also afforded the First Lady the opportunity of donating some educational equipment including laptops, industrial cooking gas, and materials on SGBV to the school.

As part of the activities, the school leadership had urged the First Lady to help in facilitating a sick bay in order to take care of the health of students within the academic environment, especially to administer basic life support treatment in the event of injuries and other urgent medical needs.

Speaking at the handing over, the First Lady said she was excited that the sick bay was now a reality and that medical personnel attached to the facility would be able to swiftly move to save lives in the event of medical emergencies.

“I am excited that we have delivered this project through a partnership between the Ministry of Health, Ministry of Education, and other stakeholders.

“The welfare and well-being of our students are paramount to the administration of Mr. Babajide Olusola Sanwo-Olu and no stone will be left untouched to ensure that we replicate the modern sick bay in all our public schools,” the First Lady said.

In his remarks, the Principal of the school, Mr. Taiwo Akinlabi expressed profound appreciation to the First Lady, saying the facility will be properly utilized for the intended purpose.

He said the students were indeed appreciative of the kind gesture of the First Lady, saying the sick bay would go a long way in helping to safeguard the health of students.

SANWO-OLU COMMISERATES WITH ORJI KALU OVER WIFE’S DEATH

The Lagos State Governor, Mr. Babajide Sanwo-Olu, has commiserated with the Senate Chief Whip, Senator Orji Uzor Kalu, on the passing on to eternal glory of his wife, Mrs. Ifeoma Ada Kalu.

Mrs. Ifeoma Kalu, who died in the United States at age 61, is survived by her husband and four children.

Governor Sanwo-Olu expressed his sadness over the death of the late Mrs. Ifeoma Kalu in a statement issued on Monday by his Chief Press Secretary, Mr. Gboyega Akosile.

He sympathised with Senator Kalu, his family and the entire people of Abia State.

The Governor described the death as shocking and a great loss to Senator Kalu and urged the former Governor of Abia State, members of the immediate and extended families, deceased friends and associates to take the demise of the late Ifeoma Kalu in good faith, praying that God will comfort them.

He said: “On behalf of my family and the people of Lagos State, I commiserate with former Governor of Abia State and Senate Chief Whip, Senator Orji Uzor Kalu on the demise of his beloved wife of 33 years, Mrs. Ifeoma Ada Kalu.

It is against this background and borrowing from the Ndokwa nation’s distinctive phrase that identifies and acknowledges worth in something that one wishes to acknowledge the substance that the Senator, Dr. Ifeanyi Arthur Okowa’s trajectory as Governor of Delta State has brought to the State. His eight years sojourn as Delta State Governor is the narrative of a mission of high-quality essence imbued with the skills suitable for the delivery of the electioneering campaign promises he made to the people. Of course, the man fondly called ‘Ekwueme gburugburu’ by admirers has fully delivered on his promises and in some instances with icing on the cake.

Okowa’s belief in Delta as a State of limitless possibilities is without equal. He once said: “No one doubts my deep knowledge and commitment to my people of Delta State, to all the communities, the aspirations of the people, and the tremendous challenges facing us. My faith in Delta State is limitless, unwavering, and bountiful.” This mindset made him primed for service, leading him to enunciate his vision as Governor, to consolidate and advance the peace, progress, and prosperity of Delta State. This vision he encapsulated in his Five-point SMART Agenda of Strategic wealth creation projects and provision of jobs for all Deltans; Meaningful peace building platforms aimed at political/social stability; Agricultural Reforms and Accelerated Industrialization; Relevant Health and Education Policies and A transformed environment through urban renewal.

That Governor Okowa has carefully and painstakingly committed himself and his administration to fulfilling the SMART Agenda is to say the obvious reality. For instance, the cornerstone of the SMART Agenda is the Job Creation Scheme, which was conceptualised as a more enduring way of achieving this goal was designed to specifically tackle youth unemployment by producing a critical mass of skilled and knowledgeable small business owners that will drive the economic diversification and business competitiveness of the State. The success of the scheme is wonderful as thousands of unemployed graduates under the Skill Training and Acquisition Programme, STEP has been trained successfully, while youths in their multitudes have passed through the Youth Agricultural Entrepreneurs Programme, YAGEP. Significantly, the STEP and YAGEP schemes also have persons with disabilities benefiting. The point must be made that the idea of the scheme is to redirect the focus of youths away from non-existent paid employment and channeling their creative energies towards job and wealth creation. Testimonies of beneficiaries tell the success story of the scheme.

It is also a superb and excellent story in all the other aspects of Okowa’s policy and programmes, especially in the area of meaningful peace-building platforms towards political and social stability. That Delta State is politically and socially stable is no gainsaying. The prevailing atmosphere of serenity, calmness, and peace across the State all speak about the skill, adroitness, political sagacity, and a high sense of equity, fairness, and justice that destiny has imbued Okowa with.

One is not surprised that Governor Okowa committed himself with diligence to realizing such a disposition because, in the build-up to his contesting the Governorship primary as an aspirant, he made it clear, when he said: “I believe in the unity of Delta State. Unity is fundamental and it shall be driven under my leadership with equity and justice, with peace and security, and through thoughtful policies that will deepen inter-communal relationships and the unique features and characters of the State.”

Certainly, Deltans will forever take cognizance of his dedication to the cause of enthroning the factor of equity, fairness, and justice in the political affairs of Delta State. That devotion made it possible for the Okpe, Sapele, and Uvwie in the Delta Central axis to produce the Governor-elect of Delta State in Rt. Hon. Sheriff Oborevwori, who hails from Okpe. It thus put to an end the marginalization of that area in the political scheme of things, now giving the people a sense of belonging. This tendency speaks highly of the Ifeanyi Arthur Okowa phenomenon and its glowing essence.

Of course, this is one among other features that Deltans cherish in their outgoing Governor. Among such other features is the streak of infrastructure development he has brought to bear in the eight years of his administration. For Okowa, a good economy is built on the ability of the government to improve the welfare of the people by providing basic infrastructure, public amenities, and social services. The landmark ultra-modern Obi (Prof) Chike Edozien Secretariat is a testimony of a feat that is second to none. The sheer serene ambiance provided civil servants to work in will not only enhance their worth as a people providing critical service, but will motivate them to go the extra mile in giving their best in the service to the government and the people.

Besides, the Okowa footprints which will surely remain indelible in the sands of time in Delta State dot every nook and cranny of the State in the provision and upgrade of relevant health and educational facilities and policies. There are over 2,000 kilometres of road constructed across the State, and several are not commissioned. With the Koka interchange, another landmark project, in Asaba, the impact of the flyover bridge is being felt. This is besides many other bridges built across the State. There’s also the storm drainage that has eased Asaba residents, especially those living along and around the Okpanam Road axis of the menace of flood. The same type of storm drainage is being carried out in the Warri-Uvwie axis of the State

Four new Universities have become operational in Delta State admitting students that may ordinarily not have access to tertiary education. In addition, the Okowa administration has revived technical education with the provision of facilities to enhance such education. So far, no fewer than five technical colleges have been put in place at Agbor, Sapele, Ofagbe, Ogor, and Utagba-Ogbe. And Governor Okowa believes so much that we need to grow our children to learn to use their hands productively when they are out instead of waiting or looking out for white-collar jobs that don’t exist.

It is not possible to detail all the achievements of the Ifeanyi Okowa administration in his eight years in Delta State, including sports where the State established its dominance and transformed the environment through urban renewal and commitment to peace and security, the point also is that the Governor has been able to bring the whole of Delta State together with each local area having a sense of belonging. It is this ability and commitment to establishing a united and formidable Delta State that underscores the fact that the administration is on the pedestal and high way to finishing strong and bequeathing a Stronger Delta.

Like the Ndokwa Nation’s phrase, I declare that the Okowa-led administration has performed excellently well and it behooves us all to acknowledge this high standard of government and governance as the administration establishes its winding down process.

Okowa lauds Judiciary for contributions to development.

Delta Governor, Senator Ifeanyi Okowa, on Monday, commended the judiciary for its contributions to the development of the state, saying it had been remarkable.

Okowa gave the commendation at a valedictory court session in honour of the retired President of Customary Court of Appeal, Justice Patience Elumeze, at the new High Court Complex, Asaba.

He expressed appreciation to the judiciary for the great support it had given to his administration since 2015, noting that he had had a very cordial working relationship with the judiciary.

He said that whatever his administration achieve was as a result of the peaceful and cordial working relationship among the three arms of government in the state.

“I want to appreciate the judiciary for the great work it has been doing. In the last eight years, I have had a very cordial working relationship with the judiciary and whatever I have been able to achieve is as a result of this peaceful and cordial working relationship,” he said.

While congratulating Justice Elumeze for having a successful career in the legal profession, Okowa implored her to devote her retirement life to the service of God and humanity, and congratulated her on her 65th birth anniversary.

“I want to appreciate you and thank God for your live. I also truly want to appreciate the works that you have done and I feel very proud of His Lordship that is retiring.

“In the words of the Chief Judge of Delta State, she has described His Lordship, Hon. Justice Onuwa Elumeze, as somebody who is truly amazing, disciplined and hard working.

“The only thing I found not so interesting was that she was afraid to take up her duties when it came to the issue of Judicial autonomy. This is because at several times, she would come to me for approvals.

“And, I will say to her that the judiciary is already autonomous and that she has the powers to manage the funds of the judiciary now in our state.

“But, we thank God that we are all getting use to it now,” Okowa said, and wished Justice Elumeze success in her future endeavours.

On the low number of Judges in the state, the governor said that he was told that there was a rule restricting the number not to be more than 40 per state.

“We are trying to cause an amendment to be made in our laws, to enable us request for more judges in our courts. I hope that in the course of time, we would be able to get more judges appointed for our courts,” he added.

On the state High Court Complex, the governor said that the project was no longer under the supervision of the Executive, but with the judiciary.

“The High Court complex project is no longer under the supervision of executive arm; it is in the judiciary. The Chief Judge has done her best and I have done mine. But unfortunately, the Judiciary has not been able to push the contractor harder than they have done, to deliver the job.

“At a point, we had to do what ordinarily we would not do by further advancing money to the contractor. It is not normally done in the process of contract award and execution but we had to do that to speed up the job.

“It was my desire that this project was completed by December, 2022 but it is lingering and l do not know whether it will be completed before l leave office.

“I believe that the fault is neither that of the Chief Judge nor that of my office. We hope that the contractor will quickly finish it.

“In terms of funding, we have remained committed in funding the project but also very unfortunately, is the fact that there has been a lot of inflationary tendencies in Nigeria today.

“I think that that has also caught up with the contractor even when we had to review the contract along the line,” Okowa stated.

He disclosed that his administration remained one of the first to operationalize the judicial autonomy in the country and sued for symbiotic relationship between the three arms of government for maximum performance in terms.

In their separate remarks, Attorney-General and Commissioner for Justice, Mr Isaiah Bozimo; the Chief Judge of the state, Justice Theresa Diai and the representative of the Senior Advocates of Nigeria (SAN) in the state, Mr Charles Ajuya as well as the Chairman of Asaba Branch of the NBA, Mr Precious Nwadimuya, noted that Justice Elumeze had made invaluable contributions in the legal landscape of the state.

While describing the retired President of Customary Court of Appeal as an asset in the nation’s judiciary, they wished her a happy retirement life.

In her speech, Justice Elumeze said she was glad to bow out of service after a sterling career in the bench since 1983 and pledged to use the remaining years of her life for the service of God and humanity.

She commended Governor Okowa, Justice Roseline Bozimo, Justice Stella Ogene and Justice Marshal Umukoro for their support in her legal career while also x-raying the reforms, human capital and infrastructural transformation that she brought into the state judiciary in her tenure.

She advocated for improved welfare package for judges, and harped on the need for seniority and respect to be maintained among judges.

At a thanksgiving mass held earlier at Emmanuel the Saviour Catholic Church, Asaba, in her honour, Revd. Fr. Israel Dibia said every position was a privilege to render quality services to God and humanity.

He said that Justice Elumeze gave her best while in service and prayed God to grant her good health and longevity in retirement.

The Thanksgiving mass was attended by Governor Ifeanyi Okowa and his wife, Edith, the Deputy Governor, Mr Kingsley Otuaro and other top government functionaries.

Elumeze was sworn-in as President of Customary Court of Appeal in the state on June 29, 2021.

I am saddened by Lai Mohammed’s Action – Obi

The Presidential Candidate of the Labour Party in the last presidential election, Mr. Peter Obi, has said that he was saddened, on reading the press statement by the Nigerian Minister of Information, Alhaji Lai Mohammed. The Minister had, in a press statement, accused Mr Peter Obi and his Deputy, Sen. Baba Datti-Ahmed, of treason, by their inciting the citizens to revolt against the announcement of Sen. Ahmed Bola Tinubu as the President-elect.

In a release made available to the press, Obi said that he was not perturbed by the Minister bandying around the word ‘treason’ because, as far as he (Obi) was concerned, he had taken the legal route towards the recovery of his mandate and that he remained committed to that. “Any person ‘seeing’ treason in a clear legal process should explain to Nigerians how opting for the tribunal by myself and my Deputy amounts to treason,” Obi said.

Part of the release reads: “In the past few days, I’ve observed various campaigns of calumny directed at my person, the latest being allegations attributed to the Information Minister, Lai Mohammed, in Washington DC. It is most unfortunate that these consistent efforts to portray me in a manner, quite contrary to what I am and my core values, are coming from such high quarters. Minister Lai accusing me of stoking the fire of insurrection is totally fictitious and malicious. I have never advocated or encouraged anyone to undermine the Nigerian state; I’ve never sponsored or preached any action against the Nigerian state.”

Regretting what he described as “recklessness” by some Nigerians, Obi said it was utterly perplexing that a Minister would be busy travelling round the world, telling Nigerians that the purpose was to tell the world the true story of the Nigerian election.” Obi said it was laughable, against the background of the fact that most of those countries sent their people to monitor the election and have all received reports from the monitors, as well as from their embassies. “Obi asked: “Between Lai Mohammed and their monitors/embassies, who would these countries believe?”

He further said that such reckless behaviour, sponsored with tax payers money, was among the reasons those countries often do not take Nigeria seriously. “The billions spent on those meaningless trips would be enough to fix several dilapidated schools in the country,“ Obi said.

While urging Nigerians to always remain law-abiding and hopeful for the coming of the New Nigeria, Obi reinstated his steadfast inclination: “I’m on record, as always, advocating peace and issue-based campaign, NOT a campaign based on ethnicity or religion. I’m committed to Due Process and presently seeking redress in Court. I urge those engaged in this demarketing process to stop presenting Nigeria in such bad light. Our future generations deserve a new Nigeria where they can live a secure and decent life, like their counterparts in other climes. And this is possible.”

We’ve provided judiciary with right tools – Okowa

Delta Governor, Senator (Dr) Ifeanyi Okowa, on Tuesday, said his administration had provided the judiciary in the state right tools, including personnel and environment conducive for ease of dispensation of justice.

Okowa disclosed this while swearing in Justice Catherine Ojugbana-Orishedere as Acting President of Delta State Customary Court of Appeal, in Asaba.

He assured that his administration would also continue to promote the growth and development of native laws and customs in the state, adding that the government would leave no stone unturned to improve the welfare and working conditions of the bench and staff in the customary court system.

“As this administration winds down, we can take pride in our modest efforts to provide the judiciary with the right tools, personnel and environment conducive to administer justice without any let or hindrance.

“Overall, I believe we have fared well in improving the welfare and working conditions of the bench and the staff in the customary court system, within the limits of available resources,” he stated.

He affirmed that Section 6 of the 1999 Constitution (as amended) from which the Nigerian Judiciary derives its powers to administer justice, empowered District and Area Customary Courts to adjudicate in land disputes, marriage, succession, inheritance, guardianship, and custody of children in our rural communities.

The governor, therefore, stated that those charged with the responsibility of administering justice under the customary court system must be men and women of impeccable character, and be free from selfishness, greed and covetousness.

He added that the judges must also be driven by the principles of natural justice, fair hearing, equity, common sense and good conscience, which were the bedrock of the customary court system.

Okowa asserted that the Acting President of the court had demonstrated a high standard of professionalism and ethical conduct that would enable her to succeed in her new position, adding that her appointment was well-deserved as it was on merit.

“Let me congratulate Honourable Catherine Ngozi Ojugbana-Orishedere on her appointment as the Acting President of the Customary Court of Appeal, Delta State. As you may be aware, Honourable Justice Patience Onuwa Elumeze retired yesterday as the President of the Customary Court of Appeal upon the attainment of the mandatory age of 65 years.

“Today’s swearing-in of Justice Ojugbana-Orishedere is in line with the relevant provisions of the 1999 Constitution (As Amended), which stipulates that the highest-ranking judge in the Customary Court of Appeal will act as President of the Customary Court of Appeal pending conferment by the National Judicial Council.

“I note with delight that Justice Ojugbana-Orishedere comes prepared for the office having served in various capacities in the customary court system as Assistant Chief Registrar, Deputy Chief Registrar, Accounting Officer, Chief Registrar, and judge,” he said.

He described Ojugbana-Orishedere as an erudite jurist, versatile academic, experienced administrator and dedicated public servant, who presided over Area Customary Courts in Kwale, Ogharefe, and Koko at different times in her distinguished career, adding that the customary court system would benefit from her knowledge and experience.

The governor urged her to redouble her efforts by being a good example of hard work, transparency, accountability, fairness and justice.

“There is a saying that the reward for hard work is more work. This is the challenge posed by your new office. Let me reiterate the point I stressed to your predecessor that `this office will further stretch your resourcefulness, challenge your intellect, task your patience, encroach on your time, and test your value system’.

“You must maintain a high level of focus, diligence, and personal probity.

“I am confident that Justice Ojugbana-Orishedere is well positioned to take the customary court system to new heights of excellence and justice delivery because she has been part of the system since the year 2000,” he stated.

Okowa expressed the appreciation of the government and people of Delta to the immediate past President of the Customary Court of Appeal in the state, Justice Patience Elumeze, pointing out that Elumeze worked assiduously to restructure the judicial architecture of the customary court system.

“On behalf of the government and good people of Delta State, I thank you for your leadership, consistency, and commitment to raising the bar in the customary court system.

“I wish you God’s blessings and guidance in all your future endeavours, while hoping that you will be gracious enough to make yourself available for more service to the state when the need arises.

“The creation of eight additional courts, comprising four Area and four District Customary Courts, in various parts of the state has undoubtedly improved the course of justice delivery in our rural communities.

“Similarly, the recruitment of over 400 staff for the Customary Court of Appeal by this administration, has helped to address the perennial problem of manpower shortages in the sector,’’ he said.

In her speech, Justice Ojugbana-Orishedere said that she was humbled by her appointment, and thanked the governor for finding her worthy to serve.

She also thanked the Chief Judge of the state, Justice Theresa Diai, for the part she played in her appointment and for her continued support to judges in the progress of the judiciary.

ECA and Afreximbank sign Framework Agreement to establish Special Economic Zones for the production of Battery Electric Vehicles in DRC and Zambia

Kinshasa, DRC, 27 March 2023 –
The United Nations Economic Commission for Africa (ECA) participated in a signing ceremony ratifying a Framework Agreement for the establishment of Special Economic Zones (SEZ) for the production of Battery and Electric Vehicles (BEV) in the Democratic Republic of Congo (DRC) and the Republic of Zambia.
Chaired by the Prime Minister of the DRC, Jean-Michel Sama Lukonde, the landmark ceremony saw the participation of Congolese and Zambian ministers, in addition to senior representatives from the African Union, the African Development Bank, Afreximbank, the ALSF, BADEA and ECA.
As producers of over 70% of the world’s cobalt, and 10% of global copper, experts agree that DRC and Zambia are in a unique position to move from exporters of raw materials to becoming regional and global manufacturers and suppliers of the battery precursors and reap the economic benefits.
Speaking at the Ceremony, Antonio Pedro, interim Executive Secretary of ECA hailed the agreement as “an important step in ensuring we have the right enabling policies in place for the region to benefit from the so-called green mineral boom.”
Seen in the context of the operationalization of the African Continental Free Trade Area (AfCFTA), Mr. Pedro underscored the agreement’s importance in the region’s path to achieving sustainable industrialization and economic diversification.
According to the agreement, ECA and Afreximbank will lead the establishment of an Operating Company (OpCo) in consortium with public and private investors from DRC and Zambia, as well as international investors such as Afreximbank’s FEDA investment platform. The Operating Company will develop a transboundary Special Economic Zone in the DRC and Zambia dedicated to the production of battery precursors, batteries, and eventually electric vehicles.
During the ceremony, ARISE Integrate Industrial Platform (ARISE IIP) – a pan-African infrastructure developer was nominated as the selected technical consultant to conduct the pre-feasibility study for the establishment of the SEZs in DRC and Zambia.
In parallel and moving forward, creating more value, and strengthening productive capabilities would have to take into account the need to create relevant skills and competences, including through technical and vocational education and training (TVET) and national suppliers’ development programmes. With the support of ECA, a Centre of excellence was established in DRC as a joint effort of University of Lubumbashi (DRC), Steinbis Institute (Germany) in collaboration with University of Zambia and Copperbelt University (Zambia).
“ECA is proud to be a partner to governments of DRC and Zambia in support of building a value chain for battery and electric vehicles, and I would like to take this opportunity to reiterate our commitment in supporting you in this endeavour,” he said.
For her part, Ms. Oluranti Doherty, Afreximbank’s Director of Export Development said: “The execution of the framework agreement testifies to a strong commitment by the governments of the DRC and Zambia, Afreximbank and ECA, as well as other partners, to promote inclusive development of the Battery Electric Vehicle value chain, also rendering the DRC and Zambia globally competitive investment destinations.
She stressed Afreximbank’s conviction on Industrial Parks and Special Economic Zones as “critical tools the continent can deploy to fast-track its industrial infrastructure development, promote Intra-African Trade, accelerate the implementation of the AfCFTA and facilitate Export Development.”
This intervention also demonstrates Afreximbank’s commitment to promoting climate finance solutions that will reduce carbon footprints – in alignment with global decarbonization trends and a pan-African narrative around encouraging a just, sustainable, and responsible energy transition,” she added.

Asaba Killing: Okowa calls for Investigation, sues for peace

Delta Governor, Senator Dr Ifeanyi Okowa has called on the police to launch a thorough investigation into the alleged killing of a young man by a police officer in Asaba on Wednesday.

He decried the shooting of the deceased, Mr.Onyeka Ibe which was said to have occurred along Ugbolu- Illah Road by a member of stop -and-search police team on duty on the road.

In a statement by the Chief Press Secretary , Mr Olisa Ifeajika in Asaba, the governor sued for calm, and appealed to residents not to take laws into their hands but should allow the police to conduct an indepth probe into the circumstances that led to the sad incident.

He disclosed that the police officer, an Inspector who allegedly fired the shot that killed Ibe was promptly arrested and currently being detained at the command Headquarters in Asaba.

He advised citizens to go about their normal businesses and remain law-abiding, assuring that the law will take its course on the incident after a thorough investigation by the police.

Okowa expressed his condolences to the family of the deceased and reaffirmed the resolve of the state government to ensure that the prevailing peace in the state endured.
